QUO vadis EU Security? A Constitutional Perspective on Migration, Transnational Crime, Fundamental Rights and Values maps the constitutional dimensions of the European Union’s evolving security architecture along three intersecting vectors: (i) migration and asylum governance, including the shifting balance between control and protection; (ii) the fight against transnational crime and the protection of the EU’s financial interests; and (iii) the safeguarding of fundamental rights and values in candidate and Member States. The volume offers a multi-layered reading of EU security that bridges doctrine, case law, and policy practice, with comparative insights focused on North Macedonia, Albania, and Serbia and their alignment with EU law.

The contributing papers comprise concise doctrinal analyses, focused case studies, and policy-oriented essays—each peer-reviewed and grounded in up-to-date sources—covering topics such as pre-entry screening and accelerated procedures, cross-border enforcement and judicial cooperation, and rights-based safeguards against securitization drift. Together, they assess implementation gaps, legal uncertainties, and institutional trade-offs, while proposing workable pathways to ensure coherence with the Treaties, the Charter of Fundamental Rights, and the acquis.

While the collection is the result of activities presented at the final conference of a Jean Monnet project, it captures the continuous scholarly work of a dedicated research group over several years. The volume thus crystallizes an ongoing research agenda that connects academic analysis with policy relevance and practice, offering a resource for scholars, policymakers, practitioners, and students engaged with EU integration and security in the Western Balkans.
